Odobrila Hrvatska agencija za civilno zrakoplovstvo rješenjem Klasa: UP/I-343-03/26-06/01, Ur.broj: 116-05-03-26-05 od 02.04.2026. Ovaj Cjenik odnosi se na regulirane naknade. Uvjeti i cijene za prihvat i otpremu (handling) te za usluge na poseban zahtjev nalaze se u zasebnim cjenicima (Tabovi 2 i 3).

§ 1

Propisi koji se odnose na plaćanje aerodromskih naknada

Regulatorni okvir

Sukladno odredbi članka 42. stavak 1. Zakona o zračnom prometu (NN br. 69/09, 84/11, 54/13, 127/13 i 92/14), Zračna luka Osijek donosi ovaj Cjenik aerodromskih reguliranih naknada. Odobren je od Hrvatske agencije za civilno zrakoplovstvo rješenjem Klasa: UP/I-343-03/26-06/01, Ur.broj: 116-05-03-26-05 od 02.04.2026. i primjenjuje se od 02.06.2026.

  • Directive 2009/12/EC Europskog parlamenta i Vijeća o naknadama zračnih luka od 11.03.2009.

Cjenik vrijedi do opoziva odnosno njegove promjene. Zračna luka Osijek obvezna je najkasnije 60 dana prije planirane promjene novih ili povećanih cijena izvijestiti sve korisnike. ZLO zadržava pravo promjene cijena ukoliko je godišnja stopa inflacije veća od 3 %.

§ 2

Opći uvjeti

Cijene, obračun, plaćanje i odredbe primjene
  • Cijene usluga navedenih u Cjeniku jedinstvene su i nedjeljive za usluge pružene u domaćem i međunarodnom prometu.
  • U sukladnosti s Direktivom 2009/12/EC i Člankom 10. o naknadama zračne luke, ZLO ugovara s prijevoznikom paket usluga. Nakon postignutog dogovora, prijevoznik nema pravo odbiti dio usluga ili tražiti umanjenje cijene za dio usluga koje nije koristio.
  • Obračun i naplata pruženih usluga za ugovorne prijevoznike obavlja se u skladu s potpisanim ugovorima.
  • Zračni prijevoznici bez ugovora sa ZLO obvezni su korištenje usluga platiti prije uzlijetanja.
  • Naplata se obavlja: u gotovini, transakcijski račun, Diners, Maestro, Master Card, VISA, American Express.
  • PDV nije uračunat u cijene navedene u Cjeniku; obračunava se sukladno hrvatskom Zakonu o PDV-u.
  • ZLO ima pravo uvida u AOC radi utvrđivanja za koju vrstu prometa je prijevoznik registriran.
  • Cijene su izražene u eurima (EUR); obračun i naplata mogu se obaviti i u USD, GBP, CHF (preračun po srednjem tečaju HNB na dan ispostavljanja računa).
  • Rok plaćanja računa: odmah ukoliko plaća u gotovini ili karticom, ili u roku od 30 dana ako mu se ispostavlja račun. Usluge se mogu platiti i unaprijed.
  • Za prekoračenje roka plaćanja obračunavaju se zakonom propisane zatezne kamate. ZLO ima pravo tražiti instrument osiguranja plaćanja.
  • U slučaju izvanrednog događaja (Emergency) posebne usluge bit će zaračunate po cijenama iz Cjenika na poseban zahtjev.
  • Eventualno korištenje vanjskih usluga i opreme bit će prefakturirano prijevozniku po stvarnim cijenama uvećano za 10 % manipulativnih troškova.
  • ZLO može korisnicima odobriti komercijalne popuste i druge povlastice na ime količine i učestalosti pruženih usluga ili u slučaju posebnog poslovnog interesa.
  • Cjenik je dostupan putem AIP-a i na www.osijek-airport.hr.
  • Za sve sporove između korisnika i ZLO u svezi s obavljanjem usluga nadležan je sud u Osijeku.

§ 3

Definicije i terminologija pojmova

Rječnik pojmova (aerodrom, AOC, charter, MTOM, PRM…)
Aerodrom
Određeno područje na zemlji ili vodi (uključujući sve objekte, instalacije i opremu) namijenjeno u potpunosti ili djelomično za kretanje, uzlijetanje, slijetanje i boravak zrakoplova.
Ambulantni let
Let zrakoplova u svrhu prijevoza bolesnih ili ozlijeđenih osoba, odnosno ljudskih organa za transplantaciju.
Baza zračnog prijevoznika
Zračna luka na kojoj je prijevoznik utemeljio predstavništvo koje djeluje kao administrativni i operativni centar i na kojoj je baziran minimalno jedan zrakoplov upisan u njegov AOC.
Charter let
Let koji je unaprijed rezerviran za određeni datum i za točno određenu destinaciju; dokumente prodaje isključivo zakupac toga leta.
Dugolinijski let
Let koji obavlja zrakoplov koji leti bez slijetanja u kontinuiranom letu više od 6,5 sati.
Generalno zrakoplovstvo
Sve operacije civilnog zrakoplovstva koje nisu u redovnom ili izvanrednom zračnom prometu, a koje se realiziraju za određenu naknadu ili u svrhu najma.
Infant
Putnik, dijete, do navršene dvije godine života.
Komercijalni let
Bilo koji let zrakoplova u zamjenu za naplatu ili drugu vrstu naknade koja je dostupna javnosti ili se obavlja u skladu s ugovorom između prijevoznika i korisnika usluge.
Korisnik zračne luke
Svaka fizička ili pravna osoba odgovorna za zračni prijevoz putnika, pošte i/ili tereta iz ili prema dotičnoj zračnoj luci.
MTOM
Maksimalna dopuštena masa zrakoplova prilikom uzlijetanja, navedena u Letačkom priručniku (AFM). Svaki započeti dio tone zaračunava se kao cijela tona.
Noćno pružanje usluga
Usluge koje se pružaju između 22:00 i 06:00 sati po lokalnom vremenu.
Korištenje rasvjete
Vrijeme pola sata od službenog zalaska sunca do pola sata prije službenog izlaska sunca (prema zrakoplovnim propisima).
Nenajavljeni let
Svaki let zrakoplova koji nije pismeno najavljen u roku od 24 sata prije slijetanja ili uzlijetanja u vremenu otvorenosti aerodroma.
Panoramski let
Let zrakoplova do 5,7 t MTOM s putnikom/putnicima s ciljem panoramskog razgledavanja krajolika, koji započinje i završava na Zračnoj luci Osijek bez međuslijetanja.
Otvorenost aerodroma
Aktivnosti pružanja aerodromskih usluga u vremenu službene otvorenosti zračne luke, regulirano Pravilnikom o vremenu otvorenosti aerodroma.
Produljenje otvorenosti
Svako vrijeme pružanja aerodromskih usluga izvan službene otvorenosti zračne luke.
Prazni let (Ferry Flight)
Zrakoplovna operacija koja ne ostvaruje prihode, nema aktivnosti ukrcaja i iskrcaja putnika ili tereta radi daljnjeg prijevoza.
Prinudno slijetanje
Slijetanje u slučaju izvanrednog događaja (bolest ili smrt putnika, tehnički kvar, itd.) ili zbog prijetnje nasiljem.
Probni let
Let zrakoplova radi ispitivanja motora, instrumenata ili okvira trupa. Smatra se tehničkim letom.
Pružatelj zemaljskih usluga
Fizička ili pravna osoba koja trećim osobama pruža jednu ili više kategorija zemaljskih usluga.
Putnik
Svaka osoba (komercijalna ili nekomercijalna), osim članova posade, koja se prevozi zrakoplovom uz suglasnost prijevoznika.
Samostalno obavljanje zem. usluga
Situacija kad neki korisnik zračne luke za sebe izravno obavlja jednu ili više kategorija zemaljskih usluga i ne sklapa ugovor s nekom trećom osobom.
Školski let
Let zrakoplova koji se obavlja u svrhu školovanja letačkog osoblja.
Tehničko slijetanje
Svako slijetanje izvršeno radi tehničkih, meteoroloških i navigacijskih razloga, gdje se ne događa fizička promjena tereta. Nadopuna goriva ne smatra se promjenom tereta.
Temeljna zaštitna provjera
Zaštitna provjera osoba ili stvari koja se obavlja prije svakog leta u skladu sa zakonskim uvjetima.
Transferni putnik
Putnik koji promijeni zrakoplov s drugim brojem leta u najviše 24 sata nakon dolaska u ZL Osijek i kreće na odredište koje nije zračna luka polaska.
Tranzitni putnik
Putnik koji stigne i ode iz zračne luke istim zrakoplovom (osim u slučaju tehničkog razloga) i istim brojem leta, te pri tome ne napusti tranzitni prostor.
ULD oprema
Unit Load Device — kontejner ili zrakoplovna paleta (sa ili bez mreža) koji se koristi za utovar i/ili prijevoz tereta, prtljage ili pošte.
Zemaljske usluge
Usluge koje se u zračnim lukama pružaju korisnicima zračnih luka u skladu s Dodatkom A (IATA SGHA).
Zračni prijevoznik
Društvo s valjanom licencom za obavljanje zračnog prijevoza.
§ 4

Naknada za slijetanje i uzlijetanje

Opis usluge: upotreba uzletno-sletne staze pri uzlijetanju ili slijetanju, voznih staza i spojnica između USS-a i stajanke, te izgrađenih objekata i instalacija za osvjetljenje USS-e i pripadajućih voznih staza za CAT I po ICAO standardima. Naknada se započinje računati od trenutka slijetanja.

Jedinica mjere: MTOM (metričke tone) prema Svjedodžbi o plovidbenosti. Svaki započeti dio tone obračunava se kao cijela tona.

Umanjenje cijena — slijetanje

Naknada za korištenje uzletno-sletne staze umanjuje se za 25 % u slučaju: povratnog leta, probnog leta, tehničkog slijetanja i slijetanja helikoptera.

Školski letovi

  • Naknada za korištenje USS-e u svrhu školovanja umanjuje se za 75 % od iznosa slijetanja definiranog ovim Cjenikom.
  • Noćni školski letovi mogući su po prethodnom dogovoru; obračunska jedinica je svaki dodir uzletno-sletne staze (Touch and Go).
  • Obavezna prethodna najava i odobrenje Zračne luke Osijek d.o.o.
  • Za povećani broj školskih letova koji odstupa od uobičajenog mogu se dogovoriti posebni uvjeti.

Panoramski letovi

Zračna luka Osijek predlaže sklapanje posebnog ugovora za niz panoramskih letova tijekom određenog razdoblja, za koje će se odrediti posebna naknada za pojedinačni panoramski let.

§ 5

Naknada za osvjetljenje

Opis usluge: uporaba uređaja za osvjetljenje uzletno-sletne staze, voznih staza i stajanke po standardima ICAO CAT I. Osvjetljenje se obvezatno uključuje pri uporabi USS-e prema ICAO Doc. 4444, Part V, Aeronautical Ground Lights, Članak 6.

Jedinica mjere: slijetanje i/ili uzlijetanje pojedinog zrakoplova.

Školski i probni noćni letovi

Noćni školski letovi mogući su po prethodnom dogovoru sa Zračnom lukom Osijek. Za školske i probne noćne letove, osvjetljenje operativnih površina naplaćuje se po cijeni iz Cjenika usluga na poseban zahtjev (Tab 3).

§ 6

Naknada za parkiranje i boravak zrakoplova

Opis usluge: upotreba stajanke za parkiranje i boravak zrakoplova, osiguranje zrakoplova podmetačima, te uporaba osvijetljene pristanišne stajanke.

Jedinica mjere: MTOM — svaki započeti dio tone zaračunava se kao cijela tona.

Besplatno razdoblje i obračun

  • Za parkiranje i boravak zrakoplova do 4 sata naknada se ne naplaćuje.
  • U slučaju prekoračenja besplatnog razdoblja od 4 sata, vrijeme obračuna naknade boravka započinje od stvarnoga početka parkiranja i obračunava se kao naknada za 24 sata.
  • Svaki daljnji započeti sat iza razdoblja od 24 sata računa se kao nova 24 sata.

Napomena — tehničko slijetanje

U slučaju tehničkog slijetanja besplatan boravak je do 4 sata. Ukoliko zrakoplovni operater produlji vrijeme boravka preko 4 sata, takav boravak ne smatra se tehničkim slijetanjem. U tom slučaju naplaćuje se boravak zrakoplova po službenom cjeniku, te se ne primjenjuju popusti od 25 % na slijetanje i 50 % na prihvat i otpremu zrakoplova.

§ 7

Naknada za putnički servis

Opis usluge: upotreba svih nekomercijalnih prostora i pripadajućih sadržaja putničke zgrade koji nisu dio zaštitnog pregleda niti dio centralizirane infrastrukture.

Pojašnjenje kategorija

  • Domaći putnički servis plaćaju putnici koji sa Zračne luke Osijek odlaze na putovanje unutar Hrvatske.
  • Međunarodni putnički servis (uključujući i letove unutar Schengenskog prostora) plaćaju putnici koji odlaze izvan Hrvatske.
  • Transferni putnički servis plaćaju odlazni putnici koji transferiraju preko Zračne luke Osijek.

Izuzeća — putnički servis

Naknada se ne naplaćuje za: djecu do 2 godine, ID 00, tranzitne putnike, posadu (DHC).

§ 8

Naknada za zaštitu zračnog prometa

Zračna luka Osijek, kao operator civilne zračne luke, dužna je sukladno Nacionalnom programu zaštite zračnog prometa osigurati prostor i opremu za osnovne i posebne zaštitne preglede putnika, prtljage, tereta i drugih osoba koje ulaze u štićena područja zračne luke. Naknada uključuje zaštitnu provjeru putnika i prtljage, upotrebu potrebne opreme, kao i kontrolu pristupa zračnoj strani.

§ 9

Putnici s invaliditetom ili smanjene pokretljivosti (PRM)

Sukladno Uredbi (EZ) br. 1107/2006 Europskog parlamenta i Vijeća od 5. srpnja 2006. o pravima osoba s invaliditetom i osoba smanjene pokretljivosti koje koriste zračni prijevoz, Zračna luka Osijek dužna je pružiti pomoć takvim putnicima.

Obaveza prijevoznika

Nadležni prijevoznik dužan je obavijestiti Zračnu luku Osijek o potrebi pružanja pomoći najmanje 24 sata prije objavljenog polaska zrakoplova. U slučaju zakašnjele obavijesti, Zračna luka Osijek ne može jamčiti pomoć u skladu s objavljenim standardima.

Izuzeća — PRM

Naknada se ne naplaćuje za: djecu do 2 godine, ID 00, tranzitne putnike, posadu (DHC).

Opseg pomoći koju pruža Zračna luka Osijek (sukladno članku 5. Uredbe EZ 1107/2006)

Pomoć i organiziranje postupaka koji su potrebni da bi se osobama s invaliditetom i osobama smanjene pokretljivosti omogućilo:

  • prijava dolaska i zahtjeva za pomoć na određenim mjestima unutar i izvan zgrada putničkog terminala,
  • dolazak od određenog mjesta do šaltera za registraciju putnika,
  • predaja i registracija prtljage,
  • dolazak od šaltera do zrakoplova, uz obavljanje emigracijskih, carinskih i zaštitnih postupaka,
  • ukrcaj u zrakoplov uz pomoć dizala, invalidskih kolica i druge potrebne pomoći,
  • dolazak od ulaza u zrakoplov do sjedala,
  • odlaganje i preuzimanje prtljage u zrakoplovu,
  • dolazak od sjedala do vrata zrakoplova,
  • iskrcaj iz zrakoplova pomoću dizala, invalidskih kolica i uz drugu potrebnu pomoć,
  • prelazak puta od zrakoplova do prostora za preuzimanje prtljage, uz obavljanje imigracijskih i carinskih postupaka,
  • prelazak puta od prostora za preuzimanje prtljage do određenog mjesta,
  • u tranzitu ili transferu — prekrcaj na sljedeći let, uz pomoć na zemaljskoj i zračnoj strani,
  • dolazak do sanitarnih čvorova prema potrebi.

Zračna luka Osijek obavit će prihvat i otpremu sve potrebne opreme za kretanje, uključujući električna invalidska kolica, pod uvjetom prethodne najave (24 sata) i ovisno o mogućim ograničenjima prostora te uz primjenu propisa o opasnoj robi. Omogućit će se privremena zamjena oštećene ili izgubljene opreme za kretanje unutar područja putničkog terminala i stajanke. Osigurat će se prihvat i otprema priznatih pasa pratitelja te priopćavanje informacija u formatima prilagođenim ovim putnicima.

§ 10

Naknada za centraliziranu infrastrukturu

Zračna luka Osijek, kao operator zračne luke, upravlja centraliziranom infrastrukturom koja služi za pružanje usluga prihvata i otpreme prema Pravilniku o pružanju zemaljskih usluga (NN br. 84/22). Operator zračne luke jedini je pružatelj usluga centralizirane infrastrukture za koje se naplaćuje naknada prema službenom cjeniku. Obveza plaćanja nastaje početkom prihvata i otpreme na stajanci.

Centralizirana infrastruktura sastoji se od infrastrukture za putnički prihvat (CIP) te infrastrukture za prihvat zrakoplova na stajanci (CIR). Naknada se primjenjuje na sve putničke, teretne, prazne (ferry) i letove općeg zrakoplovstva.

  • vatrogasni aparati postavljeni na svakoj parkirnoj poziciji,
  • površina uz parkirnu poziciju rezervirana za parkiranje opreme pružatelja zemaljskih usluga,
  • servisna cesta na stajanci,
  • oprema za prijevoz prtljage između sortirnice i zrakoplova,
  • oprema za vođenje i parkiranje zrakoplova,
  • vatrogasna i spasilačka oprema.

U cijenu centralizirane infrastrukture nisu uključeni troškovi rezervacijskih sustava, komunikacijski troškovi te ostali zavisni troškovi (instalacija novih sustava, nadgradnje, kvarovi zbog više sile ili nemara treće strane).

§ 12

Otvaranje izvan radnog vremena i čekanje na zahtjev

Za otvaranje zračne luke izvan deklarirane redovne otvorenosti te za čekanje zrakoplova izvan redovne otvorenosti naplaćuju se dodatne naknade sukladno ovome Cjeniku. Čekanje je definirano kao vrijeme do maksimalno 2 sata nakon objavljenog kraja otvorenosti; najmanja vremenska obračunska jedinica je 30 minuta.

Otkazivanje — izvan redovne otvorenosti

  • Otkazivanje unutar 12 sati od dogovorenog vremena polijetanja/slijetanja naplaćuje se 100 % od ukupno dogovorene cijene. Uz naknadu za otvaranje, Zračna luka Osijek naplatit će prijevozniku i ukupan iznos naknada za slijetanje, prihvat i otpremu te centraliziranu infrastrukturu.
  • Otkazivanje u razdoblju 12 – 24 sata prije dogovorenog vremena naplaćuje se 50 % od ukupno dogovorene cijene. Uz naknadu za otvaranje, naplatit će se i 50 % iznosa naknada za slijetanje, prihvat i otpremu te centraliziranu infrastrukturu.

Otkazani letovi — unutar otvorenosti

Za sve letove unutar otvorenosti aerodroma koji su otkazani u roku manjem od 24 sata od planiranog slijetanja/polijetanja bit će zaračunata naknada od 50 % ukupne cijene prihvata i otpreme, ukoliko je bio potreban dodatni angažman aerodroma (povećanje vatrogasne kategorije, rezervacija parking pozicije, izrada sigurnosne analize i sl.).

Povećanje spasilačko-vatrogasne kategorije od one koja je unaprijed organizirana obračunava se u odnosu na službenu vatrogasnu kategoriju objavljenu u AIP-u (4. kategorija tijekom otvorenosti).

  • Zrakoplovi koji se koriste za humanitarnu pomoć u slučaju prirodnih nepogoda ili stanja nužde,
  • Zrakoplovi u nevolji,
  • Državni zrakoplovi koji pružaju hitnu medicinsku pomoć,
  • Državni zrakoplovi koji obavljaju letove za protupožarnu zaštitu,
  • Državni zrakoplovi koji obavljaju letove za posebna djelovanja,
  • Zrakoplovi HRZ-a i MUP-a koji obavljaju letačke aktivnosti u vremenu otvorenosti zračne luke.

Ukoliko se zrakoplov vrati s točke uzlijetanja na stajanku, prihvat i otprema se neće zaračunavati — pod uvjetom da nije obavljen iskrcaj putnika, prtljage, tereta i pošte.

Cijena obuhvaća ukupnu operaciju prihvata i otpreme zrakoplova i robe, odnosno sve usluge navedene u Standardnom Annex-u B. Cijena je nedjeljiva.

Vrijeme opsluživanja

Vrijeme opsluživanja zrakoplova u skladu je s propisanim standardima prihvata i otpreme pojedinog tipa zrakoplova Zračne luke Osijek. Na temelju poslovnog modela i/ili zahtjeva zračnog prijevoznika moguće je modificirati vremenski i tehnološki standard prihvata i otpreme za pojedini tip zrakoplova, a kojega treba prihvatiti Zračna luka Osijek.

Povećanje cijena

+25 % na naknadu za prihvat i otpremu

  • Nedjeljom i u dane državnih praznika Republike Hrvatske,
  • U vrijeme noćnog opsluživanja od 22:00 do 06:00 po lokalnom vremenu,
  • Izvan otvorenosti Zračne luke Osijek,
  • Za ponovni utovar/istovar izazvan greškom prijevoznika.

Umanjenje cijena

−50 % na prihvat i otpremu

  • Tehničkog slijetanja, bez promjene tereta, osim nadopune goriva,
  • Ambulantnog leta,
  • Školskog leta,
  • Probnog leta.

75 % od pune cijene

Ukoliko se zrakoplov vrati s točke polijetanja na stajanku, uz promjenu komercijalnog tereta, ponovljeni prihvat i otprema zaračunava se po stopi od 75 % od cijene prihvata i otpreme.

−25 % za Ferry flight

Naknada za prihvat i otpremu umanjuje se za 25 % za zrakoplove u redovnom ili charter prometu, u slučaju da u dolasku ili odlasku ne koristi uslugu prihvata ili otpreme putnika/prtljage i/ili robe (Ferry flight).

Otkazani letovi

Za sve letove unutar otvorenosti aerodroma koji su otkazani u roku manjem od 24 sata od planiranog slijetanja/polijetanja bit će zaračunata naknada od 50 % ukupne cijene prihvata i otpreme, ukoliko je bio potreban dodatni angažman aerodroma (povećanje vatrogasne kategorije, rezervacija parking pozicije, izrada sigurnosne analize i sl.).

Napomene

  1. Najmanja obračunska jedinica je 30 minuta.
  2. U cijenu usluge Vanjsko čišćenje prozora pilotske kabine (3.1.1) uključeni su vozilo za pitku vodu i radna snaga.
  3. U cijene usluga pod brojevima 3.2., 4.2., 5.1. – 5.22. radna snaga (rukovatelji opremom) također je uključena. Za te usluge izvan otvorenosti aerodroma, radna snaga se dodatno naplaćuje.
  4. Usluge pod brojem 3.2.2. obavljat će se isključivo uz nazočnost ovlaštene odgovorne osobe zračnog prijevoznika.
  5. Korištenje jednih putničkih stepenica za zrakoplove koji nemaju vlastite stepenice uključeno je u cijenu prihvata i otpreme tijekom vremena standardnog procesa. Izvan toga, koriste se cijene iz stavke 5.9.1. Za zrakoplove bez vlastitih stepenica, naknada se računa od vremena spajanja stepenica sa zrakoplovom.
  6. Ukoliko zrakoplov nema vlastiti APU (Auxiliary Power Unit) ili je neoperativan, prijevoznik može na zahtjev posade zatražiti korištenje GPU-a. Naplaćuje se sukladno stavci 5.2.
  7. Naknadnu identifikaciju može zahtijevati ovlaštena odgovorna osoba za sigurnost ili ovlašteni predstavnik zrakoplovne kompanije koji je u tom slučaju obvezan potpisati radni nalog (Work Order).
  8. Na račune koje Zračna luka Osijek zaprimi od vanjskih dobavljača za pružene usluge, a koji su bili angažirani na zahtjev prijevoznika, obračunati će se dodatnih 10 % manipulativnih troškova na nominalni iznos.
  9. Javne pristojbe određene od strane autoritarnih tijela nisu uključene u cijenu usluga — u potpunosti ih snosi korisnik usluge.
  10. Zakup poslovnog prostora u čvrstim ili montažnim objektima te zakup prostora na područjima kojima gospodari Zračna luka Osijek ostvaruje se na temelju potpisanog Ugovora o zakupu poslovnog prostora, nakon provedenog javnog natječaja.

The terms and prices for ground handling and for services on request are set out in separate price lists (Tabs 2 and 3).

§ 1

Regulations governing the payment of airport fees

Regulatory framework

Pursuant to Article 42(1) of the Air Traffic Act (Official Gazette Nos. 69/09, 84/11, 54/13, 127/13 and 92/14), Osijek Airport Ltd. has adopted this Price List of Regulated Airport Fees. It was approved by the Croatian Civil Aviation Agency by decision Class: UP/I-343-03/26-06/01, Ref. No. 116-05-03-26-05 of 2 April 2026 and enters into force on 2 June 2026.

This Price List remains in force until revoked or amended. Osijek Airport Ltd. will notify all airport users of any planned new or increased charges at least 60 days before their entry into force. Osijek Airport Ltd. reserves the right to amend charges where the officially published annual inflation rate exceeds 3%.

§ 2

General conditions

Prices, invoicing, payment and application
  • The prices set out in this Price List are uniform and indivisible for services provided in domestic and international air traffic.
  • In accordance with Directive 2009/12/EC and Article 10 on airport charges, Osijek Airport Ltd. contracts a service package with the air carrier. Once an agreement is reached, the carrier has no right to refuse any part of the services or to request a price reduction for any part of the services not used.
  • Charging and invoicing of services provided to contracted carriers is performed in accordance with the signed agreements.
  • Air carriers without an agreement with Osijek Airport Ltd. must pay for services before take-off.
  • Accepted methods of payment: cash, bank transfer, Diners, Maestro, Master Card, VISA, American Express.
  • VAT is not included in the prices set out in this Price List; it is charged in accordance with the Croatian VAT Act.
  • Osijek Airport Ltd. reserves the right to inspect the Air Operator Certificate (AOC) in order to determine the type of operation for which the carrier is registered.
  • Prices are expressed in euros (EUR); charging and invoicing may also be performed in USD, GBP or CHF, converted from EUR at the middle exchange rate of the Croatian National Bank on the date of invoice issuance.
  • Invoices must be paid immediately if paid in cash or by card, or within 30 days where an invoice is issued. Advance payment is also accepted.
  • Late payment incurs statutory default interest. Osijek Airport Ltd. reserves the right to require a payment security instrument.
  • In the event of an emergency, special services will be charged at the prices set out in the Price List of Services on Request.
  • Any use of external services or equipment will be re-invoiced to the carrier at actual cost plus a 10% handling surcharge.
  • Osijek Airport Ltd. may grant commercial discounts and other benefits on the basis of volume and frequency of use, or where a special business interest exists.
  • This Price List is available through the AIP and at www.osijek-airport.hr.
  • All disputes between users and Osijek Airport Ltd. in connection with the provision of airport services and the application of this Price List fall under the jurisdiction of the Court in Osijek.

§ 3

Definitions and terminology

Glossary (aerodrome, AOC, charter, MTOM, PRM…)
Aerodrome
A defined area on land or water (including any buildings, installations and equipment) intended to be used, in whole or in part, for the arrival, departure, movement and parking of aircraft.
Air ambulance flight
A flight made by an aircraft to transport sick or injured persons, or human organs for transplantation.
Air carrier home base
The airport at which an air carrier has established a representative office acting as its administrative and operations centre, where at least one aircraft listed on its AOC is based.
Charter flight
A flight booked in advance for a specific date and destination; transport documents for such a flight are sold exclusively by the charterer.
Long-haul flight
A flight performed by an aircraft operating non-stop for more than 6.5 hours.
General aviation
All civil aviation operations other than scheduled air services and non-scheduled air transport operations for remuneration or hire. General aviation also includes aerial work and non-commercial business/private operations.
Infant
A passenger (child) under the age of two.
Commercial flight
Any flight of an aircraft in exchange for payment or other form of consideration, made available to the public, or — if not available to the public — performed under a contract between the carrier and a customer, where the customer has no control over the carrier.
Airport user
Any natural or legal person responsible for the carriage by air of passengers, mail and/or cargo from or to the airport in question.
MTOM
Maximum take-off mass of the aircraft as specified in the Aircraft Flight Manual (AFM), expressed in metric tonnes. Any partial tonne is rounded up to a full tonne.
Night service
Services provided between 22:00 and 06:00 local time.
Use of lighting
In accordance with aviation regulations, night-time air traffic is considered to run from half an hour after official sunset to half an hour before official sunrise.
Non-notified flight
Any flight that has not been notified in writing at least 24 hours before landing or take-off within the airport's operating hours.
Sightseeing flight
A flight of an aircraft of up to 5.7 t MTOM, carrying a passenger/passengers for the purpose of scenic sightseeing, which starts and ends at Osijek Airport with no intermediate landing.
Airport operating hours
Activities involving the provision of airport services during the official operating hours of the airport, as regulated by the Ordinance on Airport Operating Hours.
Extended / extraordinary operating hours
Any period of provision of airport services outside the official operating hours of the airport, as regulated by the Ordinance on Airport Operating Hours. This may take the form of an extension of operating hours or an extraordinary opening of the airport.
Business aviation
Aviation involving the use of aircraft for the carriage of business persons, company representatives and/or property for the purpose of activities directly related to the business of the company or corporation.
Return flight (Air return)
A flight of an aircraft that returns to the point of origin after departure but before reaching its destination, or is otherwise altered for special reasons outside normal control.
Positioning flight
Any flight for the purpose of positioning an aircraft, which will be used to generate future revenue.
Ferry flight
Any flight that does not generate revenue and does not involve the embarkation/disembarkation of passengers or the loading/unloading of cargo for onward carriage.
Emergency landing
A landing performed in the event of an emergency (illness or death of a passenger, technical failure, etc.) or the threat of violence.
Test flight
A flight of an aircraft performed for the purpose of testing the engines, instruments or airframe. Such a flight is considered a technical flight.
Ground handling service provider
Any natural or legal person providing one or more categories of ground handling services to third parties.
Passenger
Any person, commercial or non-commercial, other than a crew member, being transported — or to be transported — by aircraft with the carrier's consent.
Self-handling
A situation in which an airport user directly performs one or more categories of ground handling services for itself and does not enter into any form of contract with a third party for the provision of such services.
Training flight
A flight of an aircraft performed for the purpose of training flight crew.
Technical landing
Any landing performed for technical, meteorological or navigational reasons, during which no physical change of load occurs between the landing and the subsequent take-off. Refuelling is not considered a change of load.
Basic security screening
A security screening of persons or items performed before every flight in accordance with the applicable legal requirements.
Transfer passenger
A passenger who changes aircraft — with a different flight number — within 24 hours of arriving at Osijek Airport, and departs to a destination other than the original airport of departure.
Transit passenger
A passenger who arrives at and departs from the airport on the same aircraft (except for technical reasons) with the same flight number, and who does not leave the transit area at Osijek Airport.
Unit Load Device (ULD)
A container or aircraft pallet (with or without nets) used for the loading and/or carriage of cargo, baggage or mail.
Ground handling services
Services provided to airport users at the airport in accordance with Annex A (IATA SGHA).
Air carrier
A company holding a valid operating licence for the performance of air transport.
Airport
An aerodrome specifically adapted for the provision of services in the airspace.
§ 4

Landing and take-off charge

Service description: use of the runway for take-off and landing; use of taxiways and links between the runway and the apron; use of facilities and installations for illumination of the runway and associated taxiways to ICAO CAT I standards. The charge is calculated from the moment of landing on the Osijek Airport runway.

Unit of measure: MTOM (metric tonnes) as stated in the certificate of airworthiness. Any partial tonne is rounded up to a full tonne.

Price reduction — landing

The landing charge is reduced by 25% for: return flights, test flights, technical landings and helicopter landings.

Training flights

  • The runway charge for training flights is reduced by 75% of the charge set out in this Price List.
  • Night training flights are available subject to prior arrangement; the unit of charge is each touch-and-go on the runway.
  • Prior notification and approval by Osijek Airport Ltd. are mandatory.
  • Special terms may be agreed where the volume of training flights exceeds the usual scope.

Sightseeing flights

Osijek Airport Ltd. proposes the conclusion of a separate agreement for a series of sightseeing flights over a defined period, under which a specific charge per individual sightseeing flight will be agreed.

§ 5

Lighting charge

Service description: use of the lighting system for the runway, taxiways and apron to ICAO CAT I standards. The lighting must be activated whenever the runway is in use, in accordance with ICAO Doc 4444, Part V, Aeronautical Ground Lights, Article 6.

Unit of measure: each landing and/or take-off of an individual aircraft.

Night training and test flights

Night training flights are available by prior arrangement. For training and test flights performed at night, the lighting of operational surfaces is charged at the prices set out in the Price List of Services on Request (Tab 3).

§ 6

Aircraft parking charge

Service description: use of the apron for aircraft parking; securing of the aircraft with chocks; and the use of the illuminated terminal apron for parking.

Free period and calculation

  • Parking of aircraft up to 4 hours is free of charge.
  • Where the 4-hour free period is exceeded, the charging period begins from the actual commencement of parking and is charged as a full 24-hour period.
  • Each additional hour commenced after the first 24 hours is charged as a new 24-hour period.

Note — technical landings

In the case of a technical landing, parking is free for up to 4 hours. If the aircraft operator extends parking beyond 4 hours, the stay is no longer considered a technical landing. In that case, parking is charged in accordance with the official Price List and the 25% landing discount and 50% ground handling discount do not apply.

§ 7

Passenger service charge

Service description: use of all non-commercial areas and associated facilities within the passenger building that are not part of the security screening or of the centralised infrastructure.

Unit of measure: the number of departing passengers per flight, including transfer passengers.

Category explanations

  • The domestic passenger service charge is paid by passengers departing from Osijek Airport to a destination within Croatia.
  • The international passenger service charge (including flights within the Schengen Area) is paid by passengers departing from Osijek Airport to a destination outside Croatia.
  • The transfer passenger service charge is paid by departing passengers transferring through Osijek Airport.

The charge is not levied for: children under the age of 2, ID 00, transit passengers, and crew (DHC).

§ 8

Aviation security charge

Osijek Airport Ltd., as the operator of a civil airport, is required under the National Civil Aviation Security Programme to provide the space and equipment for basic and additional security screening of passengers, baggage, cargo, and other persons and items entering the security restricted areas of the airport. The charge covers passenger and baggage screening, use of the required equipment, and access control to the airside of Osijek Airport.

§ 9

Charge for passengers with disabilities and reduced mobility (PRM)

In accordance with Regulation (EC) No 1107/2006 of the European Parliament and of the Council of 5 July 2006 concerning the rights of disabled persons and persons with reduced mobility when travelling by air, Osijek Airport Ltd. is obliged to provide assistance to such passengers.

Carrier's obligation

The responsible carrier must notify Osijek Airport Ltd. of the need for assistance at least 24 hours before the scheduled time of departure. In the event of late notification, Osijek Airport Ltd. cannot guarantee assistance in line with the published standards.

Scope of assistance provided by Osijek Airport Ltd. (in accordance with Article 5 of Regulation (EC) 1107/2006)

Assistance and arrangements necessary to enable disabled persons and persons with reduced mobility to:

  • communicate their arrival at the airport and their request for assistance at designated points inside and outside the terminal building;
  • move from a designated point to the check-in counter;
  • check-in and hand over baggage;
  • proceed from the check-in counter to the aircraft, with completion of emigration, customs and security procedures;
  • board the aircraft, with provision of lifts, wheelchairs or other assistance needed;
  • proceed from the aircraft door to their seat;
  • store and retrieve baggage on board the aircraft;
  • proceed from their seat to the aircraft door;
  • disembark from the aircraft, with provision of lifts, wheelchairs or other assistance needed;
  • proceed from the aircraft to the baggage reclaim area and retrieve baggage, with completion of immigration and customs procedures;
  • proceed from the baggage reclaim area to a designated point;
  • in transit or transfer — reach connecting flights with assistance on the air and land sides and within and between terminals as required;
  • reach toilet facilities where required.

Osijek Airport Ltd. will handle all necessary mobility equipment, including electric wheelchairs, subject to 24 hours' prior notification, possible limitations of space on board the aircraft and the application of the relevant dangerous goods regulations. Temporary replacement of damaged or lost mobility equipment will be arranged within the passenger terminal and apron area. Recognised assistance dogs will be handled where applicable, and essential flight information will be made available in accessible formats.

§ 10

Centralised infrastructure charge

Osijek Airport Ltd., as the airport operator, manages the centralised infrastructure used for the provision of ground handling services in accordance with the Ordinance on the Provision of Ground Handling Services (Official Gazette No. 84/22). Osijek Airport Ltd. is the sole provider of centralised infrastructure services, which are charged in accordance with the official Price List. The obligation to pay this charge arises on commencement of ramp handling.

Centralised infrastructure consists of infrastructure for passenger handling (CIP) and infrastructure for ramp handling (CIR). The charge applies to all passenger, cargo, ferry and general aviation flights.

The centralised infrastructure charge does not include the costs of reservation systems, communications costs or other dependent costs (installation of new systems, upgrades, or damage caused by a system failure, interruption of communications due to force majeure, or the negligence of third parties).

§ 11

Exemptions from payment

Exempt categories

  • Aircraft engaged in search and rescue operations;
  • Aircraft used for humanitarian assistance in the event of a natural disaster or state of emergency;
  • Aircraft in distress;
  • State aircraft providing emergency medical services;
  • State aircraft performing firefighting flights;
  • State aircraft performing special operations flights;
  • Aircraft of the Croatian Air Force (HRZ) and the Ministry of the Interior (MUP) performing flight activities during the airport's operating hours.

Where an aircraft returns from the point of take-off to the apron, ground handling will not be charged, provided that no disembarkation of passengers, baggage, cargo or mail has taken place.

§ 12

Opening outside operating hours and waiting on request

Additional charges apply for opening the airport outside the declared regular operating hours and for aircraft waiting outside the regular operating hours, as set out in this Price List. Waiting is defined as a period of up to 2 hours after the published close of airport operating hours; the minimum billing unit is 30 minutes.

Cancellation — outside regular operating hours

  • Cancellation within 12 hours of the agreed time of take-off/landing is charged at 100% of the agreed total price. In addition to the airport opening charge, Osijek Airport Ltd. will also invoice the carrier the full amount of the landing, ground handling and centralised infrastructure charges.
  • Cancellation 12 – 24 hours before the agreed time is charged at 50% of the agreed total price. In addition to the airport opening charge, 50% of the landing, ground handling and centralised infrastructure charges will also be invoiced.
  • No charge applies where the aircraft cannot land or take off due to adverse weather or technical conditions at the airport.

Cancelled flights — within operating hours

For any flight within the airport's operating hours that is cancelled less than 24 hours before the scheduled landing/take-off, a charge equal to 50% of the total ground handling price will apply where additional airport resources were required (upgrade of the RFF category, stand reservation, preparation of a safety study, etc.).

Provision of a higher Rescue and Firefighting (RFF) Category

The upgrade of the Rescue and Firefighting Category from the one that has been organised in advance is charged relative to the official RFF category published in the AIP (Category 4 during operating hours).

The service price covers the complete ground handling operation in accordance with the Standard Annex B1 (IATA SGHA, 42nd edition, 2022 / SGHA 2018) and is indivisible. Any partial tonne of MTOM is rounded up to a full tonne.

Ground handling charge — cargo aircraft

The price covers the complete ground handling operation for the aircraft and cargo, in accordance with the Standard Annex B. The price is indivisible.

Handling time

Aircraft handling time complies with the handling standards for each aircraft type as defined by Osijek Airport Ltd. On the basis of the business model and/or the air carrier's request, the time and technological standard of ground handling for an individual aircraft type may be modified, subject to approval by Osijek Airport Ltd.

Price increases

+25% on the ground handling charge

  • on Sundays and public holidays of the Republic of Croatia;
  • during night handling, from 22:00 to 06:00 local time;
  • outside the operating hours of Osijek Airport Ltd.;
  • for repeated loading/unloading caused by an error on the carrier's part.

Price reductions

−50% on ground handling

  • technical landing, with no change of load, excluding refuelling;
  • air ambulance flights;
  • training flights;
  • test flights.

75% of the full price

Where the aircraft returns from the point of take-off to the apron with a subsequent change of commercial load, the repeated ground handling is charged at 75% of the ground handling price.

−25% for ferry flights

The ground handling charge is reduced by 25% for scheduled or charter aircraft where no passenger/baggage and/or cargo handling service is used at arrival or departure (ferry flight).

5.

Exemptions from payment

Exempt categories — ground handling

  • Aircraft engaged in search and rescue operations;
  • Aircraft used for humanitarian assistance in the event of a natural disaster or state of emergency;
  • Aircraft in distress;
  • State aircraft providing emergency medical services;
  • State aircraft performing firefighting flights;
  • State aircraft performing special operations flights;
  • Aircraft of the Croatian Air Force (HRZ) and the Ministry of the Interior (MUP) during the airport's operating hours.

Where an aircraft returns from the point of take-off to the apron, ground handling will not be charged, provided that no disembarkation of passengers, baggage, cargo or mail has taken place.

Notes

  1. The minimum billing unit is 30 minutes.
  2. The price of the service Exterior cleaning of flight deck windows (3.1.1) includes the potable water servicing unit and manpower.
  3. The prices of services under §§ 3.2, 4.2 and 5.1 – 5.22 also include manpower (equipment operators). For those services outside the airport's operating hours, manpower is charged additionally.
  4. Services under § 3.2.2 will be performed only in the presence of an authorised representative of the air carrier.
  5. Use of one set of passenger stairs for aircraft without integral airstairs is included in the ground handling price during the standard turnaround. Outside that period, stair usage is charged at the prices in § 5.9.1. For aircraft without integral airstairs, the charge runs from the moment the stairs are connected to the aircraft.
  6. If the aircraft does not have an Auxiliary Power Unit (APU) or the APU is inoperative, the carrier may request the use of the airport's Ground Power Unit (GPU) at the crew's request. GPU use is charged in accordance with § 5.2.
  7. Subsequent baggage identification may be requested by the authorised security officer or an authorised airline representative, who in such case is required to sign a work order.
  8. Invoices that Osijek Airport Ltd. receives from external suppliers for services engaged at the request of a carrier are subject to an additional 10% handling surcharge on the nominal amount.
  9. Public fees imposed by competent authorities are not included in service prices and are borne in full by the service user.
  10. The lease of commercial premises in solid or prefabricated buildings and of spaces managed by Osijek Airport Ltd. is granted under a signed commercial lease agreement following a public tender.
